why when i plant my carrorts and radish they try and grow above the ground. now i pull them and re plant. but why do they grow above the soil?

I keep getting conflicting information about growing carrots in sunlight. Some say they must have full sun, some say too much sun will grow foliage but not carrots so they must be grown in partial shade. What is your opinion? Thank you.
